1331.16 DEMOLITION OR REPAIR ORDERS.
   The Administrator or his designee may order the owner of premises which are found by the engineer to be so out of repair as to be unsafe, dangerously unsanitary or otherwise unfit for human occupancy or use, and unreasonably costly to repair, to raze and remove at the owner’s expense. Also where there has been a cessation of normal construction of any structure for a period of more than two years, the Administrator may order the structure to be razed and removed.
   (a)   Unreasonable Repairs. Whenever the registered engineer determines that the cost of repairs would exceed 100 percent of the current value of such structure, such repairs shall be presumed unreasonable and it shall be presumed that the structure is a public nuisance, which may be ordered razed without option on the part of the owner to repair.
   (b)   Order and Service. The order shall be served on the owner of record or an agent where an agent is in charge of the building and upon the holder of any encumbrance of record. The order shall specify repairs and a time in which the owner shall comply.
