Whenever it is established by the engineer or health official that a definite and serious hazard to safety or health may exist, that person shall have the right to remove lath, plaster, boarding, earth or other obstructions concealing unsafe conditions to permit adequate inspection thereof, but only to the extent necessary for such inspection. If the engineer so finds that a problem is in fact found as originally reported the cost of the inspection shall be borne by the property owner.
