In order to safeguard the safety, health and welfare of the public, the Village Administrator shall cause the Chief of Police and/or Zoning Inspector to examine every building and structure reported or observed as so damaged, dangerous, structurally unsafe, substandard, that it constitutes a health, accident or fire hazard, and make a report of such examination.
