10-7-7: INSTALLATION:
   A.   Location: All water pipes laid in the ground shall not be nearer than ten feet (10') to any sewer line, septic tank, or cesspool.
   B.   Gate Valve Or Ball Valve: Either a gate or ball valve must be placed ahead of the meter. Such valve is usually placed where the water line comes into the building.
   C.   Standards Applicable: AWWA/state standards apply.
   D.   Costs And Expenses; Indemnification: All costs and expenses incidental to the installation and connection of the building water shall be borne by the owner. The owner shall indemnify the town from any loss or damage that may directly or indirectly be occasioned by the installation of the building water. The owner shall be responsible for the water line from the main water line to the house, building, structure, etc., that it hooks to.
   E.   Separate Water Required: A separate and independent water connection shall be provided for every building; except where one building stands at the rear of another on an interior lot and no private water line is available or can be constructed to the rear building through an adjoining alley, street, court, yard or driveway. The water service line from the front building may be extended to the rear building and the whole considered as one water service. The town does not and will not assume any obligation or responsibility for damage caused by or resulting from any such single connection aforementioned.
   F.   Supervision; Inspection: The applicant for the building water permit shall notify the director of public works when the building water service is ready for inspection and connection to the public water supply. The connection and testing shall be made under the supervision of the director of public works or representative.
   G.   Excavations; Barricades: All excavations for building water line installations shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the town.
   H.   Independent System: Each lot will have its own separate water line. Division of lot or subdivision will require a separate line.
   I.   Bond: Prior to issuing a permit to connect into the water lines a bond shall be furnished to the town by the property owner to receive authorization for opening the street or alley. The streets shall be repaired as soon as possible, weather permitting. The town shall issue a written instruction sheet to the property owner, upon receipt of the bond, stating the responsibilities of the town and the property owner in methods for opening and replacing the street or alley to a suitable condition. Any bond amount not needed in replacing the street or alley to a suitable condition will be refunded to the property owner. In the event the bond does not cover the expenses for replacement of the street or alley the property owner will be billed the amount exceeding the bond posted for said replacement costs. The bond amount for street opening will be reviewed and set by the commission annually and may be adjusted when necessary.
   J.   Annexation A Prerequisite: An extraterritorial contiguous property owner who desires town water service must agree to annexation of the property as a prerequisite to connection to the town water system.
   K.   Notice Prior To Digging: There will be three (3) calendar days' notice given to the public works department (or designee) prior to digging. (Per motion dated 3-12-2009)
