10-7-5: METERS:
   A.   Purchase From Town: Meters are the property of the property owner. Meters will be purchased from the town at cost.
   B.   Special Fittings For Connecting Meters: Special fittings are required for connecting meters into the water line. These are a part of the owner's property. These connections are purchased from the town at cost.
   C.   Damage: The property owner shall be held responsible for damage resulting from neglect, carelessness, freezing, or tampering with meters. If the meter is not operating properly, the director of public works should be notified.
   D.   Placement:
      1.   Unable To Place In Basement: Meters shall be placed in the basement wherever practical. When this is not possible or not convenient, the meter may be placed in the bathroom, kitchen, or in any other heated place, or in an insulated box outside the building. The insulated box is to be provided by the property owner and constructed according to specifications. The director of public works should be consulted.
      2.   Placement In Basement: Meters placed in basements must be placed sufficiently high above the floor so that seepage water will not reach them.
   E.   Tampering: Any person caught tampering with their water meter to alter the meter reading or disconnecting their meter shall be considered guilty of a misdemeanor and subject to penalty as provided in section 1-4-1 of this code.
   F.   Estimated Usage: The town has the right to estimate the water usage if a meter is found faulty, the meter has been altered, or the meter/remote is inaccessible, for any reason, to be read.
   G.   Meter Reading: It shall be the property owner's or resident of the property's responsibility to read their own meter each month and report the reading to the utility clerk unless the building has a remote accessible to the meter reader, then the town will read the meter. The town will read the meter for business establishments. If a person fails to read their meter and report it to the town, the town reserves the right to estimate the meter reading.
