Any person constructing a residence, home, commercial building, or other structure within the town is authorized to employ such person as he may see fit in and about the field of plumbing upon such residence, home, commercial building, or structure, whether or not such person has obtained a license from the state; providing, that a duly licensed plumber is not reasonably available to perform such duties.
