There is hereby levied and assessed an annual inspection fee and service charge as provided for in section 2-6B-2 of this title upon the gross revenues for each current year for exchange telephone transmission service within the limits of the city to compensate for the expenses incurred and services rendered incident to the exercise of the police power, supervision, police regulation and police control of the construction of lines and equipment of said telephone company in the city.
