The Mayor and Board of Commissioners of the City may, from time to time, on its own action or on petition, after public notice and hearing as provided by law, amend, supplement or change the boundaries or regulations herein or subsequently established. The boundaries of the zoning districts as shown on the zoning map may be changed by ordinance, at any time, specifically designating the changes desired or changing the classification of any certain property or territory.
