10-5-4: DESIGN REQUIREMENTS:
   A.   Conformance With Existing Residences: Group homes shall conform, to the extent possible, to the type and outward appearance of the residences in the area in which they are located. When utilization of any existing residence is planned, exterior alterations should be limited to rehabilitation work and if additions are necessary, they should match, as closely as possible, the materials and style of the existing structure. This provision shall in no way restrict the installation of any ramp or other special structural features required to serve physically handicapped residents.
   B.   Compliance With Zoning Regulations: The initial establishment or development of a group home that will house more than ten (10) residents, excluding staff, shall be subject to title 11, chapter 11 of this code, site plan review.
   C.   Parking Regulations: Off street parking shall be provided in an amount equal to one parking space for each staff member calculated on the basis of the maximum number of staff on duty at any one time and one parking space for each four (4) residents. If due to occupant automobile ownership, facility visitation policy, or other factors it is believed fewer parking spaces are necessary, applicants may petition the zoning board of adjustment for a special exception in accordance with section 11-3-6 of this code.
