It shall be unlawful and an offense for any person to violate, or fail to comply with, any provisions hereof. Any person who shall violate any of the provisions of this chapter, or any of the provisions of the drilling and operating permit issued pursuant hereto, or any condition of the bond filed by the permittee pursuant to this chapter, or who shall neglect to comply with the terms thereof, shall be deemed guilty of an offense.
