9-13-4: APPLICABILITY TO EXISTING CONDITIONS:

This chapter and all amendments hereto shall apply to any person drilling an original well, reentering an abandoned well, or maintaining a well within the City on or after February 15, 1983. Every person whose activity preexists February 15, 1983, shall be exempt from all of the requirements of this chapter. (1994 Code § 23.5-36)
