9-12-15: DIMENSIONAL AND SITE DEVELOPMENT REQUIREMENTS:
   A.   Size; Street Frontage: No mobile home park shall be developed, constructed or maintained on a lot or tract of land of less than two and one-half (21/2) acres fronting on a major or minor arterial street. No drive within the park shall have direct access to the arterial street.
   B.   Circulation System For Vehicular Movement:
      1.   A convenient circulation system for vehicular movement shall be provided within a mobile home park by means of minor streets and properly located collector streets.
      2.   Collector streets shall be paved for a minimum width of twenty seven feet (27'). Other drives shall be paved for a minimum width of twenty feet (20').
      3.   If parallel guest parking is desired, an additional seven feet (7') shall be provided on one side of a street. Parallel parking shall not be permitted on both sides of any street.
      4.   Dead end streets shall have a cul-de-sac with a diameter of no less than fifty feet (50').
   C.   Private Streets; Construction Standards: All private streets within a mobile home park shall be constructed of materials in accordance with the following standards for sealed surface paving covering either earth, gravel, or other natural or artificial base or foundation, and approved by the city engineer:
      1.   A minimum of three (3) to four inches (4") of rock aggregate not to exceed one and one-half inches (11/2") of crusher-run limestone spread, rolled and packed into a properly drained area; then, to be primed with a minimum coat of MCI, RC 70, or two hundred fifty (250) asphalt equal to an amount of 0.25 to 0.30 gallons per square yard; and then, to be sprayed with an equal amount of MC800 or AC4; then, to be covered with a minimum coat or layer or three-eighths inch (3/8") of limestone chips, broomed or rolled into the surface; or
      2.   Three inches (3") of hot asphaltic concrete on a four inch (4") base of compacted soil, gravel or a base thickness equivalent thereto; or
      3.   Five inches (5") of Portland cement concrete with a minimum of three thousand (3,000) psi on a two inch (2") sand cushion base.
   D.   Maintenance Of Streets: All private streets within a mobile home park shall be maintained in good condition.
   E.   Subdivision Street Paving Standards: All public streets within a mobile home park shall be constructed in accordance with the subdivision street paving standards of the city, and approved by the city engineer.
   F.   Drainage Of Surface Water: Adequate facilities for drainage of surface water shall be provided for within a mobile home park, to include proper grading and, where necessary, the installation of gutters, culverts, catch basins, drain inlets, storm and water sewers or other satisfactory drainage systems.
   G.   Drainage Plans Required; Approval: All drainage plans shall be prepared by a professional engineer and submitted to the city engineer for approval prior to the issuance of any mobile home park permit.
   H.   Buffer Zones And Screening:
      1.   A buffer zone of not less than twenty feet (20') in width from the property line of a mobile home park to the nearest home therein shall be required to provide a continuous buffer along all side and rear yards of the mobile home park.
      2.   A buffer zone of not less than twenty five feet (25') in depth shall be provided to extend along the entire frontage of the mobile home park where the said park abuts a public street or thoroughfare.
      3.   Screening of seventy five percent (75%) opaque and six feet (6') in height by any combination of adequate fencing, landscaping or planting to provide visual separation and privacy shall be provided where a mobile home park abuts an incompatible use or zoning district, and where existing foliage within the buffer zone provided is not sufficient for screening purposes.
   I.   Lighting: All interior streets, and pedestrian walkways within a mobile home park shall be lighted with lamp posts placed at intervals of not less than three hundred feet (300'). (1994 Code § 19-35)
