Nothing in this code or the ordinance adopting this code shall be construed to repeal or otherwise affect the validity of any of the following:
A. Any ordinance promising or guaranteeing the payment of money for the city, or authorizing the issuance of any bonds of the city or any evidence of the city's indebtedness;
B. Any appropriation ordinance or ordinance providing for the levy of taxes or for an annual budget;
C. Any ordinance creating specific sewer and paving districts and other local improvement or special assessment districts or otherwise relating to specific local improvements and special assessments therefor;
D. Any ordinance calling or otherwise relating to specific elections;
E. Any ordinance defining, extending or contracting the corporate limits of the city;
F. Any ordinance granting any right or franchise;
G. Any ordinance authorizing or approving specific contracts;
H. Any ordinance vacating, opening or naming streets or alleys;
I. Any ordinance relating to retirement or pension benefits for city officers and employees; provided, however, that this subsection shall not apply to ordinances dealing exclusively with pensions or retirement for members of the fire or police departments;
J. Any ordinance relating to subdivisions or zoning;
K. Any ordinance the purpose of which has been accomplished;
L. Any ordinance which is temporary, although general in effect;
M. Any ordinance which is special although permanent in effect. (1994 Code § 1-6)
