8-1-3: CONSUMER PROVIDE CORRECT MAILING ADDRESS:
Every utility consumer, whether he be the owner or tenant, shall keep the customer service department advised as to his correct mailing address. Failure to receive utility bills will not be a valid excuse for failure to pay same when due. (1994 Code § 34-191)
