It shall be the responsibility of the Tree Board to study, investigate, counsel and develop and/or update periodically a written plan for the care, preservation, trimming, planting, replanting, removal or disposition of public trees and shrubs. Such a plan shall incorporate an inventory of the existing trees on major rights-of-way, parks and other public property. Upon approval and adoption of the recommended plan by the City Commission, it shall constitute the official Community Forestry Plan.
