§ 7-5-1 RAILROAD CROSSINGS.
   (A)   Warning bells at crossing. No person controlling, managing or operating any railroad or line of railroad passing through or into the City shall cause or permit its train engines or cars to cross any street without giving notice of its approach by continually ringing the bell for a distance of not less than 200 feet from the street crossing until the engine shall have passed over the street.
   (B)   Blocking railroad crossings.
      (1)   It shall be unlawful for any conductor to permit any railroad train, car or engine to remain stationary or standing for longer than the space of 15 minutes on any street crossed by a railroad track, or to obstruct in anywise any street crossing for a longer time than 15 minutes.
      (2)   Subsection (B)(1) above shall not apply in those instances where a road, street or public way is blocked as a result of a derailment, wreck or mechanical failure which renders the train, car or engine totally incapable of operation.
