(A) Created. There is hereby created a board to be known and designated as the City’s Aviation Advisory Board.
(B) Appointment; terms; compensation.
(1) This Board shall be composed of seven residents to be appointed by the City Manager and approved by the City Council.
(2) The term of each member of this Board shall be three years, with their terms expiring in March of the applicable year, and any vacancy shall be filled in the same manner as the original appointment for the remainder of the term.
(3) Members of the Board shall serve without pay.
(4) No member shall serve more than two terms in succession. However, partial terms shall not be considered in determining the term limit.
(C) Officers and meetings.
(1) The Aviation Advisory Board shall each year elect a Chairman and a Vice Chairman from among its members.
(2) A majority of the Board shall constitute a quorum for the transaction of business.
(3) The Board shall meet at such times as it may determine or upon the call of the Chairman.
(4) It may adopt any necessary rules and regulations for conducting of business.
(D) Functions.
(1) This Board shall serve as an advisory body of the Enid Woodring Regional Airport.
(2) The Board shall conduct studies for the betterment of aviation generally and shall report, advise and make such recommendations to the City Manager and the City Council as it may determine wise from time to time.
