A system of limited access facilities consisting of the streets and parts of streets hereinafter described is hereby established, and in recognition of the general use of the streets and avenues therein included and of the wear and tear and destruction of the grading, drainage, pavement and improvements thereof by general traffic, the straightening, widening, draining, paving, repaving, resurfacing, curbing, guttering and maintaining of the limited access facilities are hereby declared to be improvements of a general nature and to the extent that the costs thereof exceed the benefits to the abutting property, such costs are declared to be costs of improvements of a general nature for the benefit of the entire city.
