All pavement constructed in the City shall be in accordance with the standard construction specifications of the City and comply with the following; except, however, that pavement on state and federal designated highways and street improvements funded by state and federal programs shall be designed and constructed in accordance with the Oklahoma Department of Transportation requirements.
(A) Type I. Type I pavement shall be designated for collector streets in residential districts and local streets in commercial districts. Type I pavement shall be a six-inch slab of portland cement concrete on one-half-inch sand cushion and six-inch compacted subgrade of suitable material or six-inch compacted stabilized base as directed by the City Engineer. The stabilized base or subgrade shall extend ten inches beyond the back side of the curb section. The curb design shall be integral six-inch by eight-inch “barrier” type.
(B) Type II. Type II pavement shall be designated for local streets in residential districts and shall be a five-inch portland cement concrete slab with all other requirements of type I the same, except the back of curb height shall be 11 inches.
(C) Type III. Type III pavement shall be designated for the same service classification as type I. Type III pavement section shall be two inches of type C asphaltic concrete surface course and five inches of fine aggregate bituminous base (FABB) on a six-inch compacted subgrade or six-inch compacted stabilized base as directed by the City Engineer. The compacted subgrade or base and one inch of FABB shall extend ten inches beyond the back side of the curb. The combined curb and gutter section shall be 30 inches wide with a six-inch molded curb section as specified for type I; back of curb height shall be 12 inches.
(D) Type IV. Type IV pavement shall be designated for the same service classifications as type II. Type IV pavement section shall be two inches of type C asphaltic concrete surface course and four inches of FABB. All other requirements of type IV shall be the same as for type II, except the back of curb height shall be 11 inches.
(E) Type V.
(1) Type V pavement is classified as temporary pavement and shall be six-inch soil asphalt stabilized base of suitable aggregate and soil obtained from approved sources or a combination of existing road bed material and additional soil from approved sources. This stabilized base can be mixed in place or produced off site and then manipulated and stabilized in place. The surface may be a single bituminous chip and seal surface treatment or a slurry seal treatment. Four inches of fine aggregate bituminous base may be substituted for the soil asphalt base or four inches of full depth asphaltic concrete pavement on a compacted subgrade or stabilized base may be substituted for the soil asphalt base and surface treatment with approval of the City Engineer.
(2) The intent for application of type V pavement is on street where the City determines temporary pavement is necessary for the health, safety and welfare of the community and sufficient funds are not available for construction of permanent pavement. Type V pavement shall not be approved for street improvements paid for by assessment of property owners.
(F) Type VI. Type VI pavement section shall be a minimum of two inches of compacted aggregate base on a compacted subgrade of suitable material and a slurry seal surface treatment. The compacted subgrade shall extend ten inches beyond the back side of the curb section. The requirements for combined curb and gutter shall be the same as for type IV pavement, except a five-inch roll curb section may be substituted for a barrier curb with approval of the City and back of curb height shall be 11 inches. Type VI pavement shall not be approved for public right-of-way dedicated after the date of adoption of this article.
(G) Type VII. Type VII pavement shall be designated for collector streets in commercial districts and streets other than arterials in industrial districts. Type VII pavement shall be a minimum of seven inches of portland cement concrete slab. The thickness shall be increased if subgrade conditions and traffic load necessitate such increase as determined by the City Engineer. All other requirements for type VII pavement shall be the same as for type I, except the back of curb height shall be six inches plus the thickness of the slab.
(H) Type VIII.
(1) Type VIII pavement shall be designated for the same service classification as type VII. Type VIII pavement section shall be two inches of type C asphaltic concrete surface course and a minimum of seven inches of FABB. The thickness of FABB shall be increased if subgrade conditions and traffic load necessitates such increase as determined by the City Engineer. All other requirements for type VIII pavement shall be the same as for type III, except a minimum of two inches of FABB shall extend ten inches beyond the back of curb.
(2) An equivalent thickness of asphaltic concrete may be substituted for FABB as determined by Oklahoma Department of Transportation design procedures, except a minimum of two inches of FABB shall always be specified.
(I) Pavement design for arterial street. Pavement sections including curb and combined curb and gutter shall be designed based on subgrade conditions and projected traffic loads for a service life of a minimum of 30 years using Oklahoma Department of Transportation established procedures for such design.
