For the purpose of this article, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CONTRACTOR. Any person who does street concrete work, other than the owner.
OWNER. The owner or person in possession or in control of the property in front of or adjacent to which street concrete work is being done or contemplated.
STREET CONCRETE WORK. The construction, alteration, repair or removal of any pavement, curbing, gutter or driveway within any public right-of-way or easement.
