Once a labor organization has been selected by the procedures outlined in section 1-13-3 of this chapter, the employees shall have the opportunity to bargain collectively with the employer and to be represented by a bargaining agent in such collective bargaining as it relates to direct economic issues if the recognized bargaining agent notifies the employer within one hundred fifty (150) days before the mayor and board of commissioners must adopt a budget for the fiscal year.
