It is the purpose of this chapter to set forth procedures to be followed if and when the governor of the state of Oklahoma approves the charter amendment passed by initiative election on November 12, 2013, wherein the voters of the city of Enid approved collective bargaining between the city and nonuniform, nonmanagement, non-management/confidential and nonconfidential employees.
