7-2-2: USE OF AMPLIFYING EQUIPMENT; PERMIT:
   A.   Definition: As used in this section, the term "amplifying equipment" shall mean any machine or device for the amplification of the human voice, music or any other sound. It shall not include standard automobile radios when used and heard only by the occupants of the vehicle in which the radio is installed, or warning devices on authorized emergency vehicles, or horns or other warning devices used only for traffic safety purposes.
   B.   Permit Required: No person, other than law enforcement officers or authorized governmental agencies, shall install, use or operate any amplifying equipment in a fixed or movable position or mounted upon any sound truck for the purposes of giving instructions, directions, talks, addresses, lectures, or transmitting music to any person or assemblage of persons in any public park of the city without having first obtained a permit therefor from the director of finance.
   C.   Application For Permit; Fee:
      1.   The application for such a permit shall contain the name and address of the applicant, kind and type of equipment proposed to be used, the manner in which it will be operated and the purpose or purposes for the operation of the same, and such other information as shall be required by the city clerk. A permit shall be issued to the applicant upon the payment of the permit fee.
      2.   The permit fee for the use or operation of any amplifying equipment in the parks of the city shall be as provided in section 2-6A-5 of this code.
   D.   Disturbing Others: No person shall use any amplifying equipment in such a manner as to disturb other persons in the park or on adjacent property. (1994 Code § 24-2)
