7-1-5: INSTALLATION OF UTILITY LINES IN PUBLIC STREETS:
   A.   Approval Required; Application; Fee:
      1.   No person shall install a gas line, oil line, water line, electric line or any other conduit or conductor either above or below the streets, roads, highways and alleys within the corporate limits of the city without the prior approval of the mayor and board of commissioners. Installation should be as approved by the city engineer and shall meet all the requirements of the city, including, but not limited to, this code.
      2.   Application for such construction shall be submitted to the city engineer with an application fee in the amount established in subsection 2-6A-7B of this code, which shall be paid to the finance director.
   B.   Exemptions: Public utilities licensed or franchised by the city, and sewer and water service line construction, are exempt from subsection A of this section. (1994 Code § 30-5)
