No person shall drive any tractor, apparatus, machine or other equipment having lugs, grousers, corrugations or other equipment which could damage streets upon or across any paved street without first placing sufficient planking or other material on the pavement to protect the same against damage or to fail to remove such protective material from the pavement after its use.
