Whenever the driver or person in charge of any vehicle is placed under arrest and taken into custody and detained by police under circumstances which leave, or will leave, a vehicle unattended on any street or highway, alleyway, or any public property, or on any private property designated for public use, or any other private property without the property owner's consent, the vehicle may be impounded.
