6-6-3: PARKING PROHIBITED IN SPECIFIED PLACES 1 :
   A.   No Parking Places Enumerated: No person shall stop, stand or park a vehicle, except when necessary to deliver mail if employed by the United States Postal Service or its agents, or to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic control device, in any of the following places:
      1.   On a sidewalk;
      2.   In front of a public or private driveway;
      3.   Within fifteen feet (15') of a fire hydrant;
      4.   Within an intersection, meaning within the radius and/or within twenty feet (20') from point of curvature and tangency or straight line at the end or beginning of curve, where two (2) or more different approaches intersect;
      5.   On a crosswalk;
      6.   Within twenty feet (20') of a crosswalk at an intersection or any designated school crosswalk;
      7.   Within thirty feet (30') upon the approach to any flashing beacon, stop sign or traffic control signal located at the side of the roadway;
      8.   Between a safety zone and the adjacent curb or within thirty feet (30') of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by signs or markings;
      9.   Within fifty feet (50') of the nearest rail of a railroad crossing;
      10.   Within twenty feet (20') of the driveway entrance to any fire station; and on the side of a street opposite the entrance to any fire station, within seventy five feet (75') of said entrance (when properly signposted);
      11.   Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic;
      12.   On the roadway side of any vehicle stopped or parked at the edge or curb of a street, except for the purpose of loading or unloading;
      13.   Upon any bridge or other elevated structure upon a street or within a highway underpass;
      14.   At any place where official signs prohibit stopping, parking or standing;
      15.   Upon any street for the purpose of displaying such vehicle or the contents thereof for sale or trade or with a "for sale" sign thereon or for the purpose of repairing, adjusting or doing mechanical work on the said vehicle;
      16.   In front of a hotel or theater, except for the purposes of loading and unloading;
      17.   Across any line designating a parking space;
      18.   Within a school zone on the side of a street next to the school buildings or playground thereof when no parking signs are posted;
      19.   Between the curb of a paved street or the side drainage ditch of an unpaved street and the nearest street boundary line;
      20.   In any fire lane.
   B.   Specific Streets Or Parts Of Streets: No person shall stop, stand or park a vehicle on the following streets or portions of streets:
On Owen K. Garriott Road and Van Buren Street or the shoulder of such road or street.
   C.   Trucks; Large Vehicles: No person shall park a vehicle with a maximum rated carrying capacity of one and one-half (11/2) tons, or greater, on any street in either of the following places:
      1.   Within the central business district;
      2.   Upon any street between the hours of nine o'clock (9:00) P.M. and six o'clock (6:00) A.M.; provided, however, such limitations shall not apply in areas designated and set aside for parking said vehicles, or to said vehicles that are in the process of loading or standing as a necessary part of a repair or service for a period of time not to exceed twenty four (24) hours.
      3.   Light duty trailers and transporters, limited in size to seven feet in width and twenty feet in length (7' x 20'), and watercraft mounted on a trailer, may be parked on the street only when attached to a vehicle and only when the trailer or transport is equipped with a properly designed reflective lighting system.
      4.   Travel trailers that exceed the size limitation found in subsection C3 of this section may be parked on the street for a period of no more than twenty four (24) hours when attached to a vehicle and when equipped with a properly designed reflective lighting system.
   D.   Vehicle Owner, Prima Facie Evidence: In any prosecution for the violation of the provisions of this section, proof that the particular vehicle described in the complaint was parked in violation of any of the provisions hereof, together with proof that the person named in the complaint was at the time of such parking of said vehicle the registered owner of such vehicle, shall constitute in evidence a prima facie presumption that the registered owner of such motor vehicle was the person who parked or placed such vehicle at the point where, and for the time during which, such violation occurred.
   E.   Noncompliance Prohibited: No person shall move a vehicle not lawfully under his control into any such prohibited area or away from a curb such distance as is unlawful.
   F.   Violation; Fine: The fine for the violation of any of the provisions of this section shall be twenty five dollars ($25.00). (1994 Code § 20-263)
