5-3-1: INTENT AND PURPOSE:
The purpose of this chapter is to create an office of emergency management for the city to protect the lives and health of the citizens of Enid and their property and property rights, whether public or private, in any disaster endangering the lives and property of the people of the city by having a comprehensive emergency management program which seeks to communicate the effects of a hazard, to prepare for measures to be taken which will preserve life and minimize damage, to respond during emergencies and provide necessary assistance, and to have a recovery process in order to return the city to its normal state of affairs.
