No person shall deposit, store, keep or permit to be deposited, stored or kept in the open upon private property an inoperable motor vehicle for a period exceeding forty eight (48) hours, unless such vehicle is completely enclosed within a building or stored in connection with a business lawfully established to store or work on such vehicles. If the inoperable motor vehicle is stored in connection with a business, lawfully established to work on vehicles, the vehicles may not be stored in excess of ninety (90) days unless stored within a building or on a lawfully operated salvage yard.
