4-2-5: NEW OR REMODELED BUILDINGS:
No person shall construct, repair or remodel any building, dwelling, stable or market, or other structure whatsoever, unless such construction, repair, remodeling or installation shall render the building or other structure ratproof. (1994 Code § 14-25)
