3-8-1: DEFINITIONS:
The following words, terms and phrases, when used in this chapter, including articles A, B and C of this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
AMBULANCE: Any ground, air or water vehicle which is approved by the Oklahoma commissioner of health, designed and equipped to transport a patient or patients and to provide appropriate on scene and en route patient stabilization and care as required. Vehicles used as ambulances shall meet such standards as may be required by the state board of health for approval, and shall display evidence of such approval at all times.
AMBULANCE ATTENDANT LICENSE: A license issued under article C of this chapter which authorizes an emergency medical technician licensed by the state of Oklahoma to care for the patients of an ambulance service.
AMBULANCE BUSINESS LICENSE: A license issued under article A of this chapter which authorizes an ambulance service to operate within the city limits of Enid.
AMBULANCE DRIVER LICENSE: A license issued under article C of this chapter which authorizes an emergency medical technician licensed by the state of Oklahoma to drive ambulances for an ambulance service.
AMBULANCE PATIENT OR PATIENT: A wounded, injured, sick, invalid or otherwise incapacitated person who is or will be transported to or from a healthcare facility in an ambulance.
AMBULANCE SERVICE: Any private firm or governmental agency which is licensed by the state department of health to provide levels of medical care based on certification standards promulgated by the Oklahoma board of health.
AMBULANCE VEHICLE PERMIT: The permit which an operator is required to obtain under this chapter for each and every motor vehicle operated under the ambulance service's business license.
ATTENDANT: An emergency medical technician licensed by the state of Oklahoma who has the duty of caring for a sick, ill or injured person who is being transported as a patient in an ambulance.
DISPATCHER: An individual employed by an ambulance service responsible for sending an ambulance to provide service or transport to a patient.
DRIVER: An individual licensed by the state of Oklahoma with the appropriate driver's license for the size, weight, and type of motor vehicle used, who has successfully completed an emergency vehicle operator course approved by the Oklahoma department of health, as well as any required refresher course.
EMERGENCY: A sudden, unforeseen event giving rise to a need for ambulance transport with life support services and is a condition which an individual has a need for immediate medical attention or where the potential for such need is perceived by emergency medical personnel or a public safety agency.
EMERGENCY MEDICAL TECHNICIAN/ADVANCED CARDIAC: An individual licensed by the Oklahoma department of health to perform medical services at an advanced cardiac standard of care in accordance with the Oklahoma emergency response systems development act and in accordance with the rules and standards promulgated by the Oklahoma board of health.
EMERGENCY MEDICAL TECHNICIAN/BASIC: An individual licensed by the Oklahoma department of health to perform emergency medical services at a basic level or standard of care in accordance with the Oklahoma emergency response systems development act and in accordance with the rules and standards promulgated by the Oklahoma board of health.
EMERGENCY MEDICAL TECHNICIAN/INTERMEDIATE: An individual licensed by the Oklahoma department of health to perform medical services at an intermediate standard of care in accordance with the Oklahoma emergency response systems development act and in accordance with the rules and standards promulgated by the Oklahoma board of health.
EMERGENCY MEDICAL TECHNICIAN/PARAMEDIC: An individual licensed by the Oklahoma department of health to perform emergency medical services at a paramedic level or standard of care in accordance with the Oklahoma emergency response systems development act and in accordance with the rules and standards promulgated by the Oklahoma board of health.
MEDICAL DIRECTOR: A physician, fully licensed without restriction, who acts as a paid or volunteer medical advisor to a licensed ambulance service and who monitors and directs the care so provided. Such physicians shall meet such qualifications and requirements as may be promulgated by the Oklahoma board of health.
OPERATOR: The owner, director or manager of any ambulance service which is licensed to operate in the city limits of Enid.
PRIVATE SICK CALLS: Includes all private calls made directly to an ambulance service company, except those defined herein as "emergency accident calls".
RESPONSE TIME: The elapsed time from the time the emergency call is received by the ambulance service until a complete crew arrives on scene, unless the call is scheduled in advance.
TRANSFERABLE: A. Any change in the business structure of a licensee, including, but not limited to, changes from or to:
      1.   A sole proprietorship;
      2.   A partnership, including any change in the partners; and
      3.   A corporation, including any change in the shareholders, whether by operation of law or otherwise.
   B.   Bankruptcy, an assignment for the benefit of creditors, or the appointment of a receiver.
   C.   A sale or transfer of over ten percent (10%) of the assets of a licensee. (Ord. 2015-06, 2-3-2015)
