12-8-1: GRADING PLANS, DRAINAGE IMPROVEMENTS:
   A.   Approval: Before final plat approval, the grading plans for the total area included in the preliminary plat with proposed streets, water distribution, sewers layout and drainage improvements shall be submitted to, and be approved by, the director of engineering services.
   B.   Earth Changes: Earth changes for final plats shall be complete before issuance of building permits. (Ord. 98-25, 9-1-1998)
