12-7-3: WATER SUPPLY:
   A.   Plans; Required Connections To Public Water Supply: All plans for water supply and distribution shall be approved by the city. All water lines including hydrants, valves, service connections, etc., shall be constructed by the subdivider at no cost to the city, except that when the master water plan of the city requires pipeline sizes in excess of that necessary to render adequate fire and domestic service to the subdivision, such excess cost will be paid by the city if funding is available. The water supply of the city shall be used and the laterals of the subdivision, connected to the city water supply when the city water line is within one thousand three hundred twenty feet (1,320') of any part of the subdivision.
   B.   Nonaccessible Public Water Supply: In a proposed subdivision, pending accessibility of a public water supply, that is, when the water lines of the city are not within one thousand three hundred twenty feet (1,320') of the subdivision, the subdivider may be required to construct wells or a private water supply system in such manner that an adequate supply of potable water will be available to every lot in the subdivision at the time improvements are erected thereon. The adequacy, healthfulness and potableness of the water supply shall be subject to the approval of the department of environmental quality and all construction shall be subject to the approval of the director of engineering services.
   C.   Fire Hydrants: Fire hydrants shall be installed in all subdivisions; fire hydrant standards shall be subject to the approval of the Enid fire department and the director of engineering services.
   D.   As Built Plans: One set of as built plans and specifications for the improvements herein required, certified and signed by an engineer registered in the state of Oklahoma, shall be filed with the director of engineering services prior to the acceptance by the mayor and board of commissioners of any improvement installed by the subdivider.
