12-7-2: SPECIFIC IMPROVEMENTS:
Prior to the granting of final approval, the subdivider shall have installed or shall have furnished adequate guarantee for the ultimate installation of the following:
   A.   Monuments: Monuments shall be placed at all block corners, angle points, points of curves in streets, and at intermediate points as shall be required by the director of engineering services. The monuments shall be of such material, size and length as may be approved by the city.
   B.   Streets:
      1.   Surfacing: All streets shall be surfaced in accordance with applicable standard specifications of the city. Such construction shall be subject to inspection and approval by the city.
      2.   Curbs, Gutters And Drainage:
         a.   Curbs, gutters, drainage, and drainage structures shall be provided in accordance with standard specifications of the city. Such construction shall be subject to the inspection and approval of the city. Primary drainage channels shall generally be open channels having a capacity to carry the runoff from a rain of 50-year frequency with a minimum side slope of three to one (3:1), and shall be sodded or have some other approved bank protection designed to control erosion. Secondary drainage channels are to be either open channels or enclosed storm sewers.
         b.   Open channels shall be improved by providing a paved section that will carry the runoff from a rainfall of 25-year frequency within the lined section, or a cellular geocell confinement system minimum eight foot (8') width placed in the bottom of the channel and a sodded section having maximum side slopes of three to one (3:1), to carry the additional runoff from a rain of 50- year frequency. Enclosed storm sewers shall be constructed of precast or prefabricated pipe, or shall be built-in-place reinforced concrete boxes. Storm sewers carrying runoff from streets are to be designed to serve a minimum 10-year frequency rain and have an emergency overflow which will not inundate any building pad from a rain of 100-year frequency. All flow across continuous streets or alleys is to be through culverts or bridges sized to accommodate a minimum 50-year frequency rainfall, without increasing the depth of upstream flow in the primary or secondary channels. Drainage easements of satisfactory width to provide working room for construction and maintenance are to be provided for all improvements. The easements shall include all land having an elevation below the 50-year maximum flood elevation for the final improved channel. The maximum top of curb elevation along each lot shall be specified on all subdivision plats when filed with the planning department to establish front elevation lot gradients.
      3.   Pavement Width: The paved roadway width of all streets shall be adequate to serve the existing and the estimated future traffic load for the facility. The minimum width of residential streets providing for two-way traffic shall be twenty six feet (26') between faces of curbs. Collector streets shall be designed with traffic lanes not less than twelve feet (12') in width.
      4.   Driveway: All driveways which connect with public streets shall be constructed in accordance with "Standard Design Of Driveway Entrances Of Oklahoma Highways", as prepared by the Oklahoma state department of highways and in accordance with all city ordinances relative to driveways. Where a driveway intersects a sidewalk it shall not create a cross slope for the sidewalk of more than two percent (2%).
      5.   Sidewalks: Sidewalks must be constructed consistent with section 12-8-7 of this title.
      6.   Street Name Signs: Street name signs shall be placed at all street intersections within or abutting the subdivision. Such signs shall be of a type approved by the city and shall be placed in accordance with standards of the city. For subdivisions within the city, the street name signs will be provided by the city at no cost to the subdivider.
      7.   Traffic Control Signs And Devices: All traffic control signs and devices shall comply with city standards. When a subdivision is within the city limits, such signs and devices will be furnished by the city at no cost to the subdivider. Where traffic lights are provided, audible signals must be provided, except for industrial properties where there is no discernible pedestrian presence and where sidewalks are not planned for the street running parallel to the development.
      8.   Lighting: All streetlight standards or posts shall be approved by the city. For subdivisions within the city limits, streetlights will be provided by the city at no cost to the subdivider.
      9.   Street Plantings: All unpaved areas in the public right of way shall be seeded, sprigged or sodded to grass, or ground cover; no other planting, placement or construction of any kind shall be done without a permit from the director of engineering services. (Ord. 2009-09, 4-7-2009)
