Minor changes to the site plan may be accomplished administratively through the director of community development, so long as substantial compliance is maintained with the approved site plan. Proposed changes which could represent a significant departure from the site plan, as approved by the planning commission or mayor and board of commissioners, shall require resubmittal. Major changes to an approved site plan which would require resubmittal shall include, but not be limited to, an increase in the bulk of any building by more than five percent (5%), an increase in residential density, or an increase in total ground area covered by buildings by more than five percent (5%).
