1454.03 INTERPRETATION.
   (a)   Minimum Requirements. This chapter shall be held to be the minimum requirements for the promotion of the public health, safety, morals and general welfare. If this chapter imposes the same requirement or obligation upon more than one person, each such person shall be equally responsible for the performance of such requirement or obligation.
   (b)   Conflicts. Where conditions imposed by any provision of this chapter upon the use or maintenance of land or buildings are either more restrictive or less restrictive than comparable conditions imposed by any other provision of this chapter or any other regulation, the regulation, law, ordinance, etc. which is more restrictive or which imposes a higher standard or requirement shall govern.
   (c)   Status of Private Agreements. This chapter is not intended to repeal or interfere with any easement, covenant or other private agreement, provided that where this chapter is more restrictive or imposes a higher standard or requirement than such easement, covenant or other private agreement, this chapter shall govern.
   (d)   Municipal Exemption. This chapter shall not be deemed to apply to City operations or personnel or to contractors for the City when such personnel or contractors are acting in the performance of functions for the City.
