All funds arising from the collection of fees under this chapter shall be used for the acquisition, purchase, development and equipping of existing and future parks and park sites within and/or adjacent to or near the Municipality and owned or otherwise provided for the inhabitants of the Municipality, provided, however, that no part of such funds may be used for the purpose of paying salaries or wages.
