It shall be the duty of the Code Enforcement Officer to make or cause to be made a final inspection of all residences and other buildings hereafter erected, constructed, altered, repaired or added to, for which a building permit is issued by the Municipality, before any such building or structure is occupied and, if such building or structure is found to have been constructed in conformity with the provisions of this Building and Housing Code, to issue a written certificate to the owner that the same may be occupied.
