1446.06 BOARD OF APPEALS.
   In order to prevent or lessen unnecessary hardship or practical difficulties in exceptional cases where it is difficult or impossible to comply with the strict letter of this chapter, and in order to determine the suitability of alternate materials and types of construction and to provide for reasonable interpretations of this chapter, there is hereby created a Board of Appeals. The Board of Appeals shall consist of one member from the Department of Police, one member from the Department of Fire and one member from the Department of Community and Economic Development. Each respective department head shall appoint a member to the Board. The Board shall exercise its powers on matters concerning this chapter in such a way that the public welfare is secured and substantial justice done most nearly in accordance with the intent and purpose of this chapter.
