A curb and gutter shall be required along all public streets. The curb and gutter shall be completed in accordance with the plans and profiles prepared for the subdivider by a registered professional engineer and approved by the City Engineer to meet such standards for design and construction as Council may adopt. Curb and gutter improvements shall be carried out under City supervision within the time fixed or agreed upon by the City Engineer. All inspection costs shall be paid for by the subdivider.
