After the effective date of these Regulations (Ordinance 73-09, passed March 13, 1973) no plat of any subdivision falling within the jurisdictional area of these Regulations shall be permitted to be recorded by the County Recorder or be valid until the preliminary plat, final plat and construction drawings have all been submitted and approved in the proper manner as specified in these Regulations. Any subdivision for which a final plat has been recorded at the County Recorder's office is exempt from the requirements of these Regulations.
