With regard to these Regulations, Council shall:
(a) Accept public improvements which meet the requirements of Chapters 1248 and 1250, which are in accordance with the specifications contained in such standards for design and construction as Council may adopt, which have been approved by the City Engineer, and which are in accordance with the City's Official Thoroughfare Plan, Wastewater Collection System General Plan Concept, Waterworks General Plan Concept, Storm Drainage Master Plan or other applicable requirements; and
(b) Amend these Regulations, following receipt of a formal recommendation from the Planning Commission and following a public hearing with appropriate public notice.
