If the applicant is unable to complete the work within the time specified in the permit, he or she may, prior to the expiration of such time, present in writing a request for an extension of time, setting forth the reasons for the requested extension. If the City Engineer finds that such an extension is warranted, he or she may grant additional time for the completion of the work subject to such additional measures as he or she may reasonably require.
