(a) In granting any permit, the City Engineer may attach such conditions thereto as he or she may deem reasonably necessary to prevent danger to public or private property or to any sewer, storm drain or watercourse, or to prevent the operation from being conducted in a manner hazardous to life or property or in a manner likely to create a nuisance. Such conditions may include, but are not limited to, the erection or installation of walls, drains, dams, structures, plantings, vegetation and erosion and sediment control measures or devices, furnishing necessary easements and a specified method of performing the work. No permit shall be issued until the grading, erosion and sediment control plans, specifications, timing schedule and cost estimate are approved by the City Engineer and until the developer certifies that all work will be performed pursuant to the approved plans, specifications and schedules.
(b) If the application conforms substantially to the requirements of this chapter, the City Engineer shall approve the same and forward one copy with a grading permit to the applicant without unreasonable delay. If the application does not so conform, the application shall be disapproved by the City Engineer and his or her written disapproval, with the reasons therefor, shall be forwarded to the applicant without unreasonable delay.
(c) After actual work begins, the City Engineer may require additional or revised controls from time to time in the event the originally approved controls prove to be inadequate.
(d) Permits issued pursuant to this chapter do not relieve the owner of responsibility for securing required permits for work to be done which is regulated by any other applicable code or ordinance.
