To obtain a permit, an applicant shall first file an application therefor in writing upon forms furnished by the City. Eight copies of the application and the required plans, specifications, timing schedule and cost estimate shall be filed with the City Engineer. The application must be signed by the owner of the property or an authorized agent. If the owner is a corporation, it must be signed by the president or vice-president thereof, attested by the secretary or assistant secretary thereof and the corporate seal affixed. A separate application shall be required for each site. No permit shall be transferable without the written consent of the City Engineer. No permit shall be issued for grading which is for construction or development not permitted by zoning or subdivision regulations applicable to the land.
