The purpose of this chapter is to promote the public safety, health, convenience and general welfare and to protect property, lands and waters within the City, to the extent practical, by alleviating harmful and damaging effects of on-site erosion, siltation on neighboring downhill and downstream properties and pollution of streams and bodies of water during and after development, through adequate controls of erosion and sedimentation of both a temporary and permanent nature. Such controls shall be provided by the property owner during all phases of any clearing, stripping, excavating, filling, grading, construction or other activity involving the disturbance of natural terrain or vegetative ground cover.
