(a) The officers of the Planning Commission (Administrative Board for Planning and Zoning Appeals) shall consist of a President, a Vice-President and a Secretary. In accordance with the Commission's rules, the President shall preside at meetings, call special meetings and decide all points of order; the Vice-President shall perform the duties of the President in his or her absence and shall succeed to a vacant office of the President. In such event, a Vice-President shall be elected at the next regular Commission meeting. Vacancies in the offices of Vice-President and Secretary shall be filled in a like manner. The Secretary shall keep all records, minutes and actions of the Commission, conduct correspondence and give required notices.
(b) A Recording Secretary shall be appointed by the City Manager, with the approval of the Commission, to record the business of the Commission. Minutes shall be presented to the Commission for approval. The Recording Secretary may be authorized by the Secretary to advertise public hearings and to send required notices.
