1072.03 REMOVAL OR DESTRUCTION OF PROPERTY.
   No person in a public meeting facility shall:
   (a)   Remove any property or part thereof which is owned, leased or otherwise controlled by the City, without first obtaining a permit therefor from the City Manager; or
   (b)   Write upon, cut, mutilate, deface or damage in any manner any building, equipment or other property, or part thereof, which is owned, leased or otherwise controlled by the City.
