As used in this chapter:
(a) "City" means the City of Englewood.
(b) "Department of Police" means the City Department of Police or any other public police agency authorized to enforce the law in the City.
(c) "Manager" means the City Manager or his or her designee.

(d) "Public meeting facility" means an enclosed structure and/or other public property owned or administered by the City which is made available to individuals, groups and/or organizations for meetings or gatherings, including the Englewood Government Center, the Community Center, parklands, rights of way and similar public areas.
