1070.13 FIREWORKS AND EXPLOSIVES.

   No person in a park shall:

   (a)   Have in his or her possession or ignite any fireworks; or

   (b)   Have in his or her possession or detonate any explosive without first obtaining a permit therefor from the City Manager.
